PROBLEM TO BE SOLVED: To provide capsules filled with a cyclosporine solution where cyclosporine is dissolved in an ethanol-free liquid medium. SOLUTION: Cyclosporine is dissolved in a mixed liquor consisting of (A) 1-3 pts.wt. propylene glycol, (B) 2-4 pts.wt. monoester of polyglycerin with a fatty acid both based on 1 pt.wt. cyclosporine and (C) a proper quantity of extender and/or viscosity modifier, and then the resultant solution is filled into capsules. The weight ratio of cyclosporine: propylene glycol: monoester of polyglycerin with a fatty acid is preferably 1:2:3.
