PROBLEM TO BE SOLVED: To supervise the number of vehicles in an entire parking place with a few number of cameras through less calculation loads for image processing. SOLUTION: A parking place is divided into object supervisory areas 201-20M, a passing object supervisory area 221 is assumed to a vehicle entrance position of the object supervisory area 201, passing object supervisory area 22N is assumed to a vehicle exit position of the object supervisory area 20M, and passing object supervisory areas 222, 223,..., 22N-1 are assumed among the other object supervisory areas. In the case a vehicle being an object of supervision is present in a passing object supervisory area, the passing direction of the vehicle is discriminated. When the passing direction is an entry direction in which the vehicle enters the object supervisory area, count of a vehicle number in the object supervisory area in the entry direction is incremented by one, however, count of the number of vehicle in the object supervisory area in the exit direction is decremented by one.
