PROBLEM TO BE SOLVED: To obtain an integrated programmable logic cell which realizes a programmable logic means, a programmable connecting means, and a memory means and has a simple constitution by arranging basic circuits in the form of a two-dimensional array. SOLUTION: A basic cell 1 is provided with an integrated logic/connection circuit 101, inter-cell connection control circuits 104-107, a plurality of bidirectional connecting lines 108, an internal bidirectional connecting line 109, a logical input signal line 110, a logical output signal line 111, and the connecting line 112 between connection control circuits. The logic/connection circuit 101 contains an array of unit integrated logic/connection circuits 102 and an integrated logic/connection control circuit 103, and functions as a programmable logic circuit or programmable connection circuit depending upon the value of a mode information signal line 113 given from the outside or inside of the cell 1. The inter-cell control circuits 104-107 control the connection between adjacent cells and the circuit 101.
