PROBLEM TO BE SOLVED: To intuitively operate a rudder by transforming a rudder angle of each rudder in an X-shaped composite rudder or the like into rudder angles of horizontal and vertical rudders in a cross-shaped composite rudder. SOLUTION: A rudder angle display device inputs a rudder angle of each rudder in an X-shaped composite rudder submarine and its speed into a rudder angle transformation unit 5. After the rudder angle transformation unit 5 computes a force working on the X-shaped composite rudder submarine from the inputted respective rudder angles and speed and a dynamic characteristic of the X-shaped composite rudder read from an X-shaped composite rudder characteristic memory 3, the computed force working on the X-shaped composite rudder submarine is vector-resolved into respective rudder constituents of a cross-shape composite rudder in a cross-shaped composite rudder submarine so as to be transformed into rudder angles of horizontal and vertical rudders in the cross-shaped composite rudder submarine on the basis of the respective rudder constituents and a dynamic characteristic of the cross- shaped composite rudder read from a cross-shaped composite rudder characteristic memory 4. Display marks representing the transformed rudder angles of the horizontal and vertical rudder are indicated on a display screen in a rudder angle display unit 6.
