PROBLEM TO BE SOLVED: To provide a communication device by which a bit rate for a down link communication can be enhanced regardless of using an existing 2-way communication system. SOLUTION: Mobile management, call control and radio management or the like are conducted by 2-way communication between a high speed down link base station 31 and a high speed down link control section 44 of a terminal 41 via a cellular network 5 and a cellular base station 22, and the communication condition is controlled. Then the high speed down link base station 31 transmits a contents signal to the terminal 41.
