PROBLEM TO BE SOLVED: To prevent the occurrence of congestion and also to prevent the lowering of availability of a network by inhibiting the cells arrived after a head cell of data information from being stored in a cell buffer when the head cell is inputted. SOLUTION: An EPD(early packet discard) start/cancel command part 104 decides to start or cancel an EPD function on the basis of on the count value of input VC(virtual channels) that is received from a VC identifying part 103 and gives a command to a write processing part 105 to indicate the activation or cancel of the EDP function. The EDP function discards a head cell and also discards other cells which compose a single piece of data information that is received after the head cell if the reception of the head cell is detected when the data information is divided into plural cells and transmitted in a network.
