PROBLEM TO BE SOLVED: To make it possible to change a modulation method in accordance with a transmission parameter by modulating data by a variable modulation method, transmitting modulated data through a radio link, changing the rate of data transmission on the radio link in accordance with a modulation method and transmitting the modulated data together with a code indicating the data rate to be used for transmission. SOLUTION: Data are outputted from a MODEM interface device 22 to a multiplexer 24 and multiplexed by using a signaling information input inputted from a signaling unit buffer 25. The data are scrambled by a scrambler 26 by using a scrambling vector encoded by an encoder 28 determined during the setting of a call. Data from the encoder 28 and a parity bit are buffered by a transmission synchronizer and outputted to a demodulator 32. The demodulator 32 demodulates each bit set as a symbol and selects the transmission of a data rate in a prescribed band width.
