PROBLEM TO BE SOLVED: To provide a transmitter and a receiver adaptable for various video formats with different transmission rates without increasing the circuit scale and the cost. SOLUTION: The transmitter is provided with a line memory 1 that receives a video signal of a standard definition television SDTV system at a lower transmission rate to receive a video signal for an active period, a PLL 3 that generates a frequency around a transmission rate of a high definition television HDTV system on the basis of a clock signal of the video signal of the SDTV system, a control circuit 2 that controls the line memory 1 so as to fetch the video signal of the SDTV system for the active period and output the video signal, and an interface conversion circuit 4 that converts a format of the output of the line memory 1 into a transmission format of the HDTV system. The transmitter expands a horizontal blanking period of the video signal of the SDTV system and transmits the video signal at the transmission rate around the transmission rate of the video signal of the HDTV system.
