PROBLEM TO BE SOLVED: To reduce amount of cargoes to be lowered and to improve ease of use when releasing the regulation of operation of a lifting cylinder. SOLUTION: An operation content judging circuit 69 of a controller 59 selects any of rising operation allowing operation force of a lifting cylinder 39 when a work bench is rising, allowing operation force when it is raised and stopped, and allowing operation force when it is lowered and stopped and a cylinder pressure judging circuit 71 judges that operation force detected by a cylinder pressure sensor 55 exceeds the selected allowing operation force based on the operation contents operated by an operation device 51 operating the operation of the lifting cylinder 39 and height information detected by a height sensor 53 detecting a height of the work bench, an operation regulation circuit 73 is operated to regulate elongation operation and shrinkage operation of the lifting cylinder 39 and running operation of a base.
