PROBLEM TO BE SOLVED: To enable establishment of clear distinction in the surface of a plastic film between the portion to be subjected to corona discharge treatment and that not to be subjected to corona discharge treatment. SOLUTION: An apparatus for treating the surface of a plastic film comprises a corona discharge electrode 41, a conductive roller 10 which is arranged at a predetermined distance from the corona discharge electrode 41 and generates corona discharge between the corona discharge electrode 41 and the conductive roller 10, and a means 42 for applying a corona discharge voltage between the corona discharge electrode 41 and the conductive roller 10 to effect the corona discharge treatment of the surface of a plastic film arranged between the corona discharge electrode 41 and the conductive roller 10. At this instance, insulating layers 31 which hinder corona discharge are provided on the portions of the roller surface 10a which are contacted with the plastic film and are not subjected to corona discharge, and conductive materials 21, 22, and 23 are provided on the other portions of the roller surface 10a.
