PROBLEM TO BE SOLVED: To eliminate dewing to be generated when a heat insulating bag is used especially as a cold insulation bag. SOLUTION: This heat insulating bag is of three-layer sheet comprising an inside layer sheet 8 having no water permeability and no gas permeability, an intermediate layer sheet 16 having water absorbency and an outside layer sheet 3 having no water permeability. The layer sheets 8, 16, 3 are laid on top of another, and the butt edges of each layer sheet are joined integrally. In this case, the inside layer sheet 8 is a laminated sheet of a resin film forming a thin metal film 8 and a non-woven fabric.
