PROBLEM TO BE SOLVED: To simplify the regulating mechanism of a traveling lever by arranging longitudinally rotating lock lever and traveling lever in the vicinity of a seat, arranging a regulator for regulating the rotation of both the levers between the both, and selectively regulating either one of the lock lever and traveling lever by this regulator. SOLUTION: A traveling lever regulator 15 is arranged in the front part of a control valve 11 with the outer end of the lower regulation part 15b of the traveling lever regulator 15 downward, so that the traveling lever regulator 15 makes contact with a lock lever 12 to regulate the upward rotation of the rock lever 12. A stay for rotatably supporting the traveling lever regulator 14 is fixed to the front surface of the control valve 11 to arrange the shaft part 15c of the traveling lever regulator 15 in parallel to the front surface of the control valve 11 by the stay, and the stay is arranged between the traveling lever 7 and the lock lever 12. Accordingly, the traveling lever regulator 15 is rotated toward the traveling lever 7 side or the lock lever 12 side, whereby either one of both the levers 7, 12 can be regulated.
