A method of manufacturing air cell dunnage by vacuum forming a sheet (22) to form bubble areas (25) and joining the formed sheet to a plastic base layer (34) to form a multiplicity of air cells (24) is disclosed. A double-sided bubble sheet is formed by joining bubble sheets to opposite sides of a plastic base layer.
