PURPOSE: Device and method for controlling an actuator are provided to operate at creep velocity from an upper face of a rod arm of an actuator for supplying an empty pallet to a contact face of a lower face portion in the empty pallet by installing an acceleration delaying timer and to reduce noise and vibration by decreasing contact impact. CONSTITUTION: An actuator controlling device contains an acceleration delay timer(e) to delay a high-speed mode output for a specific time. A driving driver of an empty pallet supply actuator in a bus unit receives a travelling command by turning on rise/fall relays(a). Then, upper and lower located relays(b) of the empty pallet are turn on, and a signal is applied to the acceleration delay timer while outputting the velocity command at high mode. The high-speed output is turned off by turning on a deceleration timer(d) while the acceleration delay timer is approached to B position. Thereby, a bus is stopped in locating on C position after travelling at creep speed.
