The invented preparation process is characterized by mixing in aqueous medium a first compound comprising hydrates of alkaline earth metal oxides and a second compound comprising hydrates of heavy metal oxides, further unbound water contained in a paste or a liquid is present in the mixture in ratio ranging between 20 to 60 percent of the mixture total weight, whereby the obtained solid substance contains at the most 20 percent by weight silicates and aluminates based on the mixture total weight and the sum of the hydrates of alkaline earth metal oxides and the hydrates of heavy metal oxides weights is greater than 30 percent by weight of the solid substance. Mixing takes place at a temperature below 280 degC and at pH value ranging from 7.5 to 10.5.
