PROBLEM TO BE SOLVED: To uniformly eliminate developer with which a developing roller is back- plated and to hardly exert the effect of the pressure force of a blade on the rotational speed of the developing roller. SOLUTION: This device is constituted by including a cleaning brush rotated by being brought into contact with one surface of the developing roller 40 so that the developer attached to the outside circumferential surface of the roller 40 can be eliminated, a blade holder 55 and the blade 53 whose one end is coupled to the holder 55, whose other end is brought into contact with the outside circumferential surface of the roller 40 and which is arranged so as to be bent by being brought into contact with the roller 40 in order to eliminate a foreign matter eliminated by the cleaning brush once and with which the roller 40 is back-plated. Then, the blade 53 is provided with blade interference amountδ=(R-r), the tip pressure thereof P and a blade cleaning angleθ2 satisfying the conditional expression of 1.0 mm<=δ<=1.5 mm, 10 g/cm<=P<=20 g/cm and 5 deg.<=θ2<=20 deg.
