PROBLEM TO BE SOLVED: To facilitate the designing of drive control signal of a plasma display. SOLUTION: A transition period waveform generating part 13 generates a transition period variation control signal TPVCS which is related only to a transition period from changed point information based on the starting point of the transition period given by transition period recovery information TPRI. A repetition period waveform generating part 14 generates a repetition period variation control signal RPVCS which is related only to the address period and the discharge sustaining period in a subfield from the changed point information based on starting points of the address period and the discharge sustaining period given by a changeover signal CHS. A both period waveform generating part 15 generates a drive control signal DCS speading over a repetition period and a transition period from the transition period variation control signal TPVCS and the repetition period variation control signal RPVCS.
