PROBLEM TO BE SOLVED: To receive a relatively long propellent pipe from the external portion to a shaft block side, and to start jacking the propellent drive pipe to the earth. SOLUTION: A cutting edge 5 is provided at the bottom end, and a cylindrical shaft block 1 having a pit mouth 9 for jacking a propellent pipe 26 at the side surface is embedded inground with the cutting edge 5 as pilot, and sediment inside the shaft block 1 is removed and the first shaft is constructed. With the cutting edge 35 as pilot, a cylindrical shaft casing 31 is embedded in ground adjacently to the shaft block 1, and sediment in the shaft casing 31 is removed and a second shaft is constructed. Moreover, the side surfaces of the shaft block 1 and shaft casing 31 re connected with a connecting shield 37 from a pit mouth 9 of a shaft block 1 to a jacking direction for the propellent pipe 26. The pipe 26 is introduced through the vertical casing 31 from the ground surface, and this pipe 26 is driven through the shaft casing 31 and the shaft block 1.
