PROBLEM TO BE SOLVED: To suitably activate water for various usages and to attain environment maintenance or the like by using an aluminum plate made of the high purity aluminum oxide being a non-iron material as a main material in a substrate body and attaching a shape variable part and electromagnetic wave radiation layers for radiating far infrared-ray radiation wave on one surface or the both surfaces of the substrate body. SOLUTION: The substrate body 1 with an about 0.5 mm thickness is formed from the aluminum plate made of the high purity aluminum oxide as the main material and mesh shape ruled lines 2a are arranged in the variable part where bending, curving or the like can be executed in accordance with the usage purpose of the substrate body 1 on one surface of its upper surface. Besides, the electromagnetic radiation layers 3 for radiating the far infrared-ray are formed on the both surfaces of the substrate body 1. The layers 3 are formed by applying a fine ceramic composite material by an adaptive means such as a sintering agent, a coating agent or an adhesive agent. Then most external surface is coated with a water repellent and soft coating material 4 and the desired active plate is constituted so that it is utilized for activating water for the various usages and the living things including human bodies.
