PROBLEM TO BE SOLVED: To prevent an image from trailing at the fixing time without causing any transfer defect. SOLUTION: A fixing device 30 is constituted by pressing a heat-resistant fixing film 31 onto a heater 32 by a pressure roller 34. In a state where a transfer material P is made in contact with a prior-transfer guide 11, held in a fixing nip part N2 and applied with a fixing bias by the fixing bias power source V, the current flowing through the prior-transfer guide 11 via the fixing film 31 and the transfer material P is made to become 0 or polarity opposite to the toner image on the transfer material. That is, by means of adjusting output resistance R of the bias power source V, potential in the transfer nip part N1 in consequence of the fixing bias is prevented from becoming the polarity equal to that of the toner. The device can prevent the toner image from trailing at the fixing time without causing any transfer defect, even in the case of performing the image formation on the transfer material with the low resistance in consequence of incorporating much water quantity.
