PROBLEM TO BE SOLVED: To provide a handle lock device capable of preventing the body of a bicycle, etc., from tumbling resulting from natural turn of its handle bar while the bicycle, etc., is in parking. SOLUTION: A handle fixing member 10 is installed slidably, and a lock member 13 is arranged slidably perpendicular to the sliding direction of the handle fixing member 10, and when this member 10 is intruded against the energization of a first spring member 17, the handle fixing member 10 is engaged with a receptacle and also the lock member 13 slides to keep the engaged condition owing to the energization of a second spring member 18, and if the lock member 13 is intruded against the energization of the second spring member 18, the handle fixing member 10 slides in such a way as separating from the receptacle owing to energization of the first spring member 17 and releases the engaged condition.
