PROBLEM TO BE SOLVED: To eliminate loss in operation of an air cylinder and to increase the speed of cutting operation by a method wherein the structure is constructed so that while a driving gear is turned at a specified angle of turning by operation in either one direction of reciprocating motion of a driving rod, a driven gear is interlocked therewith to make one revolution, and a movable blade is allowed to make one revolutional reciprocation. SOLUTION: To a beltlike packaging film intermittently paid out by every specified length from a film reel, a tear tape (an unsealing tape) separately paid out from a tear tape reel is attached, and the packaging film is cut and separated between a fixed blade 10 and a movable blade 11 of a film cutting device. The movable blade 11 of the film cutting device moves vertically in reciprocation together with a support block 12 through a link member 16, following the turning of a driven gear 15 in a small diameter which turns in one revolution when a driving gear 14 is turned at a specified angle of turning either by backward or forward movement of an air cylinder 13, and cuts the packaging film in cooperation with the fixed blade 10.
