PROBLEM TO BE SOLVED: To improve work efficiency and adsorption capability by sticking an adhesive core to a peat paper to form into a mat. SOLUTION: Fibers such as peat-moss and pulp or the like are stirred in the water to form a peat paper 1 by a paper making device. An adhesive core 2 used in cloth lining or the like is stuck to the peat paper to constitute an oil absorbing mat 3. In use, the mat 3 is thrown on the floating oil to absorb oil, and the mat 3 is recovered. Instead of the above, the paper sheets 1 are stacked to a required weight and put in a net back, or a bag formed by the paper sheet 1 and the adhesive core is filled with peat-moss and put in the net bag. Subsequently, plural mats 3 are connected by a rope or the like to easily recover the mats 3. Subsequently, the mat 3 is subjected to water repellent finish or waterproof finish not to absorb water. Further, porous material or material having a capillary action is subjected to water repellent finish or waterproof finish to be a substitute for peat paper or peat-moss. Thus, only oil can be adsorbed without absorbing water, and oil-water separating work is not needed so as to remarkably improve the work efficiency.
