PROBLEM TO BE SOLVED: To obtain a universal head control system that can easily and surely prevent accidental photographing of an object whose photographing is inhibited by detecting the object whose photographing is inhibited and limiting the revision of the photographing range so that the object whose photographing is inhibited does not enter the photographing range of a camera. SOLUTION: A transmitter is mounted on an object 18 whose photographing is inhibited and a detector 16 for the object 18 whose photographing is inhibited detects its position. A universal head 12 recognizes the position of the object 18 whose photographing is inhibited and a photographing range of a television camera 10 so as to restrict the photographing range is changed to enter the position of the object 18 whose photographing is inhibited even by a panning/tilt or zoom operation of the television camera 10 receiving a command from a universal head controller 14.
