PROBLEM TO BE SOLVED: To speedily register data to which a unique omissive ID is added. SOLUTION: This device has a registration ID publishing control block for managing information such as the number of an omissive ID to be published or to be managed required for publishing the omissive ID, a registration ID publishing block for storing and controlling the omissive ID, of which publishing is controlled by the registration ID publishing control block, in an ID publishing table(IDPTL) and a data base registration function block for adding the omissive ID acquired from the IDPTL to prescribed data and registering them in a data base (BILL). Thus, since the omissive ID previously stored in the IDPTL can be acquired and added to the prescribed data and they can be registered in the BILL, the data, to which the unique omissive ID is added, can be speedily registered.
