PROBLEM TO BE SOLVED: To minimize the power consumption by providing a heat insulating member, heat reflecting member or high-heat conductive member within a space part of a toilet seat. SOLUTION: A heat insulating material 7 enclosed by a heat reflecting member 8 such as aluminum foil is adhesively provided on a toilet seat bottom plate by use of an adhesive. The heat insulating material 7 is not made into a similar form as the seat bottom plate but used as a divided member. Thus, the waste of material in the working of the heat insulating material can be eliminated to improve the working property in the adhesion to the seat bottom plate. Further, the protruding part of the cushion part of the seat bottom plate can be avoided to prevent the reduction in working property by unevenness. The aluminum foil 8 reflects the radiation heat from a heater 5 to suppress the wasteful heat transfer to the seat bottom plate. The heat insulating material 7 suppresses the wasteful transfer to the seat bottom plate of the heat conducted by the internal air of the hollow structure. Accordingly, the power consumption can be suppressed to save the energy.
