PROBLEM TO BE SOLVED: To provide steel for electron beam welding in which N in the steel is positively utilized for improving the toughness of the weld metal and heat- affected zone. SOLUTION: This steel contains, by weight, 0.02 to 0.08% C, <=0.50% Si, 1.0 to 2.0% Mn, <=0.015% P, <=0.0030% S, <=0.0050% Al, 0.0070 to 0.0150% N, 0.0005 to 0.0050% O, 0.030 to 0.150% V and 0.004 to 0.040% Ti, in which L value determined by formula I is <=-0.006, also, M value determined by formula II is 0 to 0.04, and the balance Fe with inevitable impurities. Formula I: L=[%Ti]-2×[%O]-3.4×[%N]. Formula II: M=([%Ti]-2×[%O]/3.4+[% V]/3.6-[%N].
