PROBLEM TO BE SOLVED: To reconcile responsiveness and a focusing property without depending on the operational condition of an internal combustion engine, in performing valve actuation characteristic variable control for focusing deviation between solid and target cam phases of the internal combustion engine. SOLUTION: A valve actuation characteristic variable mechanism V2 for controlling a cam phase continuously is provided on the shaft end of a cam shaft 5 driven by a crankshaft 3 via a timing chain 9. The responsiveness and a focusing property can be reconciled by feedback-controlling the mechanism V2 when the deviation between target and solid cam phases is a threshold or less; and by feedforward controlling the mechanism V2 by basic operational quantity when the deviation exceeds the threshold. In performing the feedforward control, the focusing property in the feedforward control can be increased moreover by increasing the basic operational quantity with the high temperature of cooling water, or with the large deviation.
