PROBLEM TO BE SOLVED: To shorten a time for returning to normal decoding processing by detecting a decoding error. SOLUTION: An equipment authentication part 3 obtains an authenticated key by checking authenticity with a transmitter equipment. A time-varying key generation part 4 generates a contents key based on the authenticated key, and a decoding part 5 decodes a packet data by using the contents key. A detection judgement part 6 judges whether or not an error has occurred on the decoded data. If the judgment result presents that an error has occurred, a control unit 7 controls a packet transmitter-receiver 2 and makes it execute the decoding processing from the equipment authentication again. Since the return processing is automated by detecting the decoding error, the returning time can be shortened.
