PROBLEM TO BE SOLVED: To provide a packaging sheet and a rolled packaging member using the packaging sheet having three layers with a reinforcing sheet being held therein in which a ruptured part can be surely formed at a part of this packaging sheet. SOLUTION: A packaging sheet 10 is formed of a reinforcing sheet 12 comprised of cloth sheet being held between craft papers 11a and 11b. A reinforcing sheet 12 is not arranged at an end region 13 of the packaging sheet 10, and a peeling-off sheet 14 composed of split fibrous non-woven fabric is present in this region. The craft papers 11a and 11b are adhered to each other under a state in which the reinforcing sheet 12 and the peeling-off sheet 14 are being held between them. In the packaging member, when the peeling-off sheet 14 is peeled off, the upper and lower craft papers 11a and 11b are ruptured and then the packaging can be opened.
