PROBLEM TO BE SOLVED: To enable to be set in advance the space of the slider of a magnet support cylinder to a guide cylinder and the space of the magnet of the magnet support cylinder to the ferromagnetic plate of the guide cylinder. SOLUTION: A guide cylinder 10, consisting of aluminum having a hollow rectangular in cross section, is arranged inside a brake drum 7 coupled with a rotary shaft 1, and a magnet support cylinder 14 consisting of at least one carbon steel or steel is supported, capable of normal and reverse rotation within the guide cylinder 10, and many magnets 24 are coupled at equal intervals in the circumferential direction at the outside periphery of the magnet support cylinder 14. A ferromagnetic plate 15 is cast into the guide cylinder 10 so that it faces one or two of the magnets 24, and the magnet 24 exerts a magnetic field on the braking drum 7 so as to generate brake force based on an eddy current. A spaceΔT between the inner cylinder 10b of the guide cylinder 10 and the slider of the magnet support cylinder 14 is made about 0.037-0.075% of the outside diameter of the inner cylinder 10b of the guide cylinder 10, and a spaceΔT between the ferromagnetic plate 15 and the magnet 24 is made about 0.13% or larger of the inside diameter of the outer cylinder 10a of the guide cylinder 10.
