PROBLEM TO BE SOLVED: To reduce shock to a human body at the time of car collision. SOLUTION: A bumper having a mechanism pushing out only during high speed traveling is installed to a vehicle 2. This push-out mechanism can take an usual and simple system such as a lever system or a slide rail. Driving method thereof need not to be fast, and can be conducted by a hydraulic or an electric motor. An operation command is conducted by a manual switch or a velocity signal.
