PROBLEM TO BE SOLVED: To automate mounting of a weight on a panel in a heat insulating panel manufacturing process by dividing a downward flat plate lifting surface into a plurality of sections and arranging excitable electromagnets independently for every section. SOLUTION: A lifting device 11 is provided at an entrance part of a dry chamber 9 in which a weight is mounted on a panel. A lower surface is formed into a flat plate of a size corresponding to a maximum size of a heat insulating panel 1 to be manufactured and is divided into plurality of sections in each of longitudinal direction and short direction in a matrix shape (bit shape) according to the size and mounting position of a weight 12 to be lifted. Within each section, each electromagnet 13 excitable independently for every section is mounted, a control means 14 controlling positions of the electromagnets 13 is provided and the electromagnets 13 are excited by preliminarily set patterns. As a result, power is saved, labor is saved and manufacturing cost can be reduced in lifting the weight 12 when the heat insulating panel 1 is manufactured.
