PROBLEM TO BE SOLVED: To easily arrange bars when a pavement structure is continuously constructed while hardening and forming materials such as concrete in a predetermined shape. SOLUTION: In a bar arrangement method, consecutively vertical reinforcements 6 of two or more rows are one-sided to at least one of side parts of a base to install in a gathering state. Subsequently, horizontal reinforcements 7 are sequentially arranged on a part of a predetermined length of the vertical reinforcements 6, and are moved from an installing position to install at a final position so that the part of the predetermined length along the other end part from one end part of the vertical reinforcements 6 are sequentially set to a state that intervals of each row extend from the gathering state, and then, the vertical reinforcements 6 and the horizontal reinforcements 7 installed at the final position are sequentially fixed.
