PROBLEM TO BE SOLVED: To provide a download control system with which plural programs can be simultaneously downloaded and efficient loading is enabled without requiring a mass storage device for a device on the side of providing a program. SOLUTION: A first processor 30 is provided with a program file storage means 302 for storing a program file, for which a load program is made correspondent to a load destination ID code, a program file reading means 301 for reading the program file and a transfer means 303 for transferring the read program file. A second processor is provided with a receiving means 201 for receiving the program file, an extracting means 202 for extracting a load program addressed to the present device from the received program file and a download means 204 for downloading the extracted load program.
