PROBLEM TO BE SOLVED: To reduce communication costs and to prevent illegal use by providing a digital authority box at distributed bases such as stores or houses, and allowing the distributed bases to conduct authority management in behalf of authorized organizations. SOLUTION: When a request for content use permission is issued from a user terminal, content use conditions registered in content management tables 3 and 13 are fulfilled and a terminal ID or a user ID is registered in terminal management tables 5 and 15, the content use permission and an encryption key, if necessary, are returned to the origin of the request for the content use permission by content managing means 6 and 16. Besides the content managing means 6 and 16, a means connected through a line 7 with a center at the time of start or at any time for receiving and preserving the down-loads of the content management tables 3 and 13 and the terminal management tables 5 and 15, and for up-loading the contents of content use management tables 4 and 14 through the line to the center when necessary is provided in this distributed base system. |
