PROBLEM TO BE SOLVED: To make this device light in weight by providing a secondary radiating part with plural 1st phase shifters which control the phase of a high frequency signal to each 1st antenna element and output it and inserting each 1st antenna element and each 1st phase shifter into a single or a multi-layered substrate. SOLUTION: A power feeding side antenna element 21 is arranged on a power feeding side antenna element layer (2nd antenna element layer) 31. Each phase-shifting unit 26 and wire for individually controlling these phase-shifting units are provided on a phase controlling layer 35. A radiation side antenna element layer (1st antenna element layer) 39 is provided over a connection layer 37 through a dielectric layer 38 and radiation side antenna elements 24 are arranged on the layer 39. It is possible to make the device light in weight because a support mechanism as in the conventional practice is not needed any more by forming a secondary radiating part 20 by inserting the units 26 into the same substrate having a multilayer structure together with the elements 21 and 24 in this way.
