PROBLEM TO BE SOLVED: To reduce torque at the start of the rotation of a rotor by exerting control so that right after the start of the drive of the rotor, the rotor is driven at a low speed compared to speed used during fixing. SOLUTION: To regulate the control of the rotating speed of a film-like rotor 10 at the start of its rotation, a fixing film 10 being the film-like rotor rotates at peripheral speed almost corresponding to the peripheral speed of a pressure roller 30 while following it. In the actuation of a fixing device, operating torque required for rotation from a stationary state is divided into acceleration torque and load torque. Therefore, slow-up rotation for decreasing the acceleration torque is made and, further, the temperature of the fixing device is increased during it, thereby decreasing the viscosity of heat-resistant grease, which is lubricant, and also decreasing the load torque at the same time. Thus, the instant drive force is transmitted to the pressure roller 30, the pressure roller 30 is driven at a very low speed, its peripheral speed is gradually slowed up linearly taking time, and it is made to reach a specified processing speed finally.
