PROBLEM TO BE SOLVED: To obtain a thermal fixing device whose power consumption is reduced by shortening a heating rising time and which is used even in an image forming device whose processing speed is high by providing the heat resistant elastic layer of specified heat conductivity on the core bar of a pressing member. SOLUTION: A pressure roller 6 forms a fixing nip part by holding film with a heating body 3, and is a rotary body driving the film, and is connected to a driving device by the core bar such as iron, stainless steel and aluminum. The pressure roller 6 is rotated by transmitting driving force from the driving motor of the driving device. A recording material P as a body to be heated is fed and passed through the fixing nip part formed by holding the film between the pressure roller and the heating body, so that a toner image T is fixed on the recording material P by heating and pressing it. Then, in this case, the pressure roller 6 is coated with a silicone foaming body whose heat conductivity is 0.1 W/m.k as the heat resistant elastic layer on the core bar connected to the driving device.
