PROBLEM TO BE SOLVED: To reduce the resistance of a contact between a polarizable electrode and a collector by having a electron beam irradiated on a noncross-linked polymer material and active C to crosslink them. SOLUTION: An active C powder 1C and a noncross-linked olefin type thermoplastic elastomer are mixed, sheeted and punched into a rectangular piece to obtain a polarizable electrode 1A. The active C powder 1C used is one made by the steam activation of a phenol resin material. Carbon black is compound with a noncross-linked olefin type thermoplastic elastomer to make it conductive, it is sheeted and punched into a rectangular piece to obtain a collector 1B, and the electrode 1A is located inside about 4 mm from each corner of the collector 1B, pressed to temporality fix and is irradiated with an electron beam of 1,000 kV or higher at a dose of 1 Mrad or more to join the electrode 1A with the collector electrode 1B by crosslinking, thus obtaining a polarizable electrode 1.
