PROBLEM TO BE SOLVED: To provide a method and a device for ruled line processing and a recording medium which are robust against noise by taking out linear components from a coupled rectangle in consideration of the fact that KANJI (Chinese character), a numeral, or the like consists of lines having plural linear components in a certain area and discriminating whether they are a character rectangle or not based on their characteristics. SOLUTION: Runs are extracted from an original picture memory 2 in main scanning and subscanning directions (3). Only runs longer than a prescribed threshold are taken as the object to extract a coupled rectangle (4), and a ruled line is extracted from extracted coupled rectangles (5). If there are three or more rules lines in main scanning and subscanning directions, they are discriminated as a character rectangle (6).
