PROBLEM TO BE SOLVED: To prevent a 2nd information channel or the like from being unable to be assigned when one mobile station uses a plurality of speech channels by setting an evaluation value on the basis of a reception level and a value taking ease of succeeding channel assignment or the like into account for each assignment object slot and assigning a channel with the best evaluation value among all the channels as a 1st information channel. SOLUTION: A control microcomputer 105 sets a weight that takes a 2nd information channel (TCH) acquisition possible number and a TCH switching available number into account to an available slot upon the receipt of a link channel(LCH) probability request from a mobile station and calculate an evaluation value of each channel on the basis of the setting weight and the reception level of each carrier. Then the microcomputer 105 compares a best evaluation value among those of retrieved channels with a calculated evaluation value, and updates the best evaluation value with the calculated evaluation value when the calculated comparison value is better. Then the microcomputer 105 selects it as a 1st TCH when an assigned object channel is in existence and informs the mobile station as the LCH assignment.
