PROBLEM TO BE SOLVED: To control downstream power at every call and to improve a communication capacity by deciding a base station for executing hands-off operation and also controlling downstream line transmission power based on the transmission strength and reception strength of pilot signals. SOLUTION: A base station controller 103 decides the add the connection of a base station 102-2 to mobile equipment 101, based on a report from the base station 102-2 and preserves a reported reception sensitivity of the Pilot signals of the base stations 102-1 and 102-2 in the mobile equipment 101. Then the base station controller 103 secures a channel with respect to the base station 102-2 which is decided to be additionally connected, the transmission strength of the Pilot signal of the base station 102-2 is collected and preserved. Connection to the both the base stations 102-1 and 102-2 is indicated to the mobile equipment 101. When a hands-off operation completion response is received from the mobile equipment 101, the collection of the target values of latest downstream power control is requested to the base station 102-1, which was already executing connection and downstream power control and the result is preserved.
