SOLUTION: A document to be sanctioned is displayed on a display part 3, and a sanctioner stored in a system user data storage part 2 is set by an authorized sanctioner setting part 6. An authorized sanctioner data read part 7 reads out the fingerprint data of the set person and the impression image data of a sanction seal from a RAM 12. An arbitrary position on a tablet 4 is encircled to designate a place where a sanction seal impression should be displayed by a sealing place designation part 5. A person to sanction the document uses a fingerprint read part 8 to retrieve his or her fingerprint, and it is collected with fingerprint data stored in the RAM 12 by a fingerprint data collation part 9.
