PROBLEM TO BE SOLVED: To suppress discharge voltage applied to electrical apparatuses as surge voltage at the time of a lightning by connecting a surge attractive element between different ground conductors connected for only grounding the electrical apparatuses. SOLUTION: A ground terminal 2 is accommodated in a board body 1 and connected to a connecting line L1 connected to the ground terminal of an electrical apparatus. The ground terminal 3 is also accommodated in the board body 1 and connected to a plurality of connecting lines L2 connected for only grounding the electrical apparatus, not for connecting a lightening arrester. The connecting line L2 for B type ground is a connecting line L2 for the secondary ground of a power transformer, and the connecting line L2 for D type ground is a connecting line L2 for the protective ground of the general electrical apparatus connected to power supply. A surge collecting element 6 is connected between the connecting terminals 2 adjacent to each other, therefore, it is connected between the different connecting lines L2 through a connecting bar 4 and the ground terminal 3. It is thus possible to suppress discharge voltage applied to the electrical apparatus as surge voltage at the time of a lightning.
