PROBLEM TO BE SOLVED: To provide an organic EL element that is excellent in electron/hole injection efficiency and improved in luminous efficiency, has a low operation voltage and can be manufactured at a low cost. SOLUTION: This element has a hole injection electrode 2, a negative electrode 3, and one or more kinds of organic layers formed between the electrodes 2, 3, and at least one layer of the organic layers has a luminescent function. The element has a high-resistance hole injection layer 4 between the hole injection electrode 2 and the organic layers 5. The high-resistance hole injection layer 4 has a continuity path for blocking electrons and carrying holes, and inorganic insulating electron injecting-transporting layer 6 is provided between the luminescent layers 5 and the negative electrode 3. The inorganic insulating electron injecting-transporting layer 6 contains, as a main constituent, one or more kinds of oxides selected from strontium oxide, magnesium oxide, calcium oxide, lithium oxide, rubidium oxide, potassium oxide, sodium oxide and cesium oxide.
