PROBLEM TO BE SOLVED: To apply the title method to a process required to generate high quality scale image advantageously by including a video decoder decoding a coded stream of video data and a decimation unit coupled with the video decoder. SOLUTION: A full size macro block of decoded video data is sequentially outputted from a video decoder 54 to a decimation unit 82. The decimation unit 82 receives a decoded full size macro block, applies buffering information internally and executes scaling when the scaling mode is active. In a usual mode, a frame buffer 53 stores a decoded video data full size macro block. In a scaling mode, the full size macro block is scaled and the frame buffer 53 stores the scaled macro block.
