PROBLEM TO BE SOLVED: To provide a transmitter that converts the speed of rearranged time slot data into the speed of an output frame independently of the speed of an input frame. SOLUTION: Memories 11, 12 store data DT of a frame that is time division multiplexed. A level of a MENSEL signal is switched for each frame, and if the level of the signal is 'H', the memory 11 acts like a wire only memory and the memory 12 acts as a read only memory and a selector 13 gives a storage address SA to the memory 11, to which the input frame is received in a prescribed order to be rearranged into an output frame and data DT are written in the memory 11. A selector 14 gives a read address RA, whose number is sequentially increased to the memory 12, and a selector 15 gives read data to a speed conversion section 6. The speed conversion section 6 converts the speed of the input frame into the speed of an output frame. When the MENSEL signal is at 'L' level, the memory 11 acts as a read only memory and the memory 12 acts as a write only memory and they are subjected to reverse operation to the case when the MENSEL signal is at 'H' level.
