PROBLEM TO BE SOLVED: To provide a fluorescent lamp capable of suppressing a drop of luminous efficiency or the drop rate of a luminous flux and easily manufacturable, under a high bulb wall load, and a lighting system using the fluorescent lamp. SOLUTION: As for this fluorescent lamp, a fluorescent layer is formed on the inner wall surface of a glass bulb 3 and mercury and rare gas are sealed in it. The fluorescent lamp has a pair of discharge electrodes to generate a positive discharge column in the glass bulb 3. The fluorescent layer is formed by a mixture of a phosphor generating red luminescent color and a phosphor generating green luminescent color, and the lamp is lighted within a correlated temperature range of 2600-3150 K by compensating a blue color by a mercury bright line. This lighting system is structured by mounting this fluorescent lamp as a light source.
