PROBLEM TO BE SOLVED: To easily generate an application including communication between network terminals connected by a plurality of networks without being conscious of a kind of the connected network and low-order addresses by using a correspondence list among high-order and low-order addresses and a network interface in use in the network terminal having a plurality of network interfaces. SOLUTION: An address conversion means 9 and an address correspondence list 10 are provided in addition to a conventional function realization section (1). After providing a higher-order address and a port identifier designated by an application processing means 8 by a packet generating means to a packet, the resulting packet is transmitted (2). The packet generating means is provided with a common header generating means and a non-common header generating means (3).
